Narrative:

On an IFR flight plan from tpa to gnv we were given holding instructions as published at wynds LOM at 3000 ft MSL. Upon reaching wynds we reported entering the hold, where upon center immediately cleared us for the ILS 28. As we turned we called field in sight (due to rapidly improving field conditions). At this time we were cleared for a visual approach to runway 28 and contacted tower. Tower questioned the visual approach clearance due to the field reporting IFR conditions. We informed tower that we had the field in sight and had received the visual approach clearance from center. We were then cleared to land. We proceeded to runway 28 in visual conditions and landed without incident.

AT THIS TIME WE WERE CLRED FOR A VISUAL APCH TO RWY 28 AND CONTACTED TWR. TWR QUESTIONED THE VISUAL APCH CLRNC DUE TO THE FIELD RPTING IFR CONDITIONS. WE INFORMED TWR THAT WE HAD THE FIELD IN SIGHT AND HAD RECEIVED THE VISUAL APCH CLRNC FROM CTR. WE WERE THEN CLRED TO LAND. WE PROCEEDED TO RWY 28 IN VISUAL CONDITIONS AND LANDED WITHOUT INCIDENT.
