Narrative:
We were on a close in l-downwind to runway 17. Had already been cleared to land. I was about to turn l-base when we heard a small aircraft call the tower and tell tower he was on a 2 mi final to runway 17. We were looking for this small aircraft traffic, but at first did not see him. Tower called us to inform us we were #2 now. I had already turned base by then. We then saw the small aircraft and I slowed down from 200 KIAS to 150 KIAS. We still gained on this small aircraft and I did a left 360 degree turn for spacing. Lawton tower was not in control, just a voice on the radio. What happened to the 5 mi boundary of the airport traffic area? Did ft. Sill approach tell about that traffic to lawton tower? Good planning!! Here we were: doing a 360 degree at 500 ft AGL. Unsafe situation!!! Approach control and tower control not being in one facility is dangerous, unsafe.

Title: SPACING PROBLEM IN TFC PATTERN PROC.
Narrative: WE WERE ON A CLOSE IN L-DOWNWIND TO RWY 17. HAD ALREADY BEEN CLRED TO LAND. I WAS ABOUT TO TURN L-BASE WHEN WE HEARD A SMA CALL THE TWR AND TELL TWR HE WAS ON A 2 MI FINAL TO RWY 17. WE WERE LOOKING FOR THIS SMA TFC, BUT AT FIRST DID NOT SEE HIM. TWR CALLED US TO INFORM US WE WERE #2 NOW. I HAD ALREADY TURNED BASE BY THEN. WE THEN SAW THE SMA AND I SLOWED DOWN FROM 200 KIAS TO 150 KIAS. WE STILL GAINED ON THIS SMA AND I DID A L 360 DEG TURN FOR SPACING. LAWTON TWR WAS NOT IN CTL, JUST A VOICE ON THE RADIO. WHAT HAPPENED TO THE 5 MI BOUNDARY OF THE ARPT TFC AREA? DID FT. SILL APCH TELL ABOUT THAT TFC TO LAWTON TWR? GOOD PLANNING!! HERE WE WERE: DOING A 360 DEG AT 500 FT AGL. UNSAFE SITUATION!!! APCH CTL AND TWR CTL NOT BEING IN ONE FACILITY IS DANGEROUS, UNSAFE.
