Narrative:

Aircraft are not considered to be clear of the runway until the whole aircraft is clear of the runway holding lines. No hold lines are visible from the tower on runway 18R/36L or 9/27, only 2 or 3 exits are visible on runway 18L/36R. No hold lines are visible at night since they are not lighted. If the hold lines are to be used by ATC for separation purposes they must be readily defined during daytime or night time operations. The 7110.65 the ATC manual does not give any guidance to ATC in defining what is 'clear of a runway.' the only definition found so far is out of the airman's information manual, a nonregulatory publication.

Narrative: ACFT ARE NOT CONSIDERED TO BE CLR OF THE RWY UNTIL THE WHOLE ACFT IS CLR OF THE RWY HOLDING LINES. NO HOLD LINES ARE VISIBLE FROM THE TWR ON RWY 18R/36L OR 9/27, ONLY 2 OR 3 EXITS ARE VISIBLE ON RWY 18L/36R. NO HOLD LINES ARE VISIBLE AT NIGHT SINCE THEY ARE NOT LIGHTED.
