Narrative:

This was an instrument training flight, we were on a partial panel NDB approach to an NDB located on the airport at bremerton, wa, approaching runway 1 (439 MSL) from the south. There is a hill with towers, tops at 2395 MSL, about 2 mi northwest of the field. We began our missed approach in IMC conditions right over the field slightly west of runway 1 and were climbing to 2000 ft while doing a timed turn to an eastbound heading. We were in the turn and passing through approximately 1500 MSL when seattle approach asked us what heading we were on. We were still turning at the time, so I took the controls and was in the process of leveling the wings to get a compass reading when approach gave us an 'immediate' turn to the right to an easterly or southeasterly heading (I no longer remember the heading). While I was cranking in a hard turn to the right, my instrument student uncovered the heading indicator so that we could turn to the exact heading in a hurry, which we did. My student and I discussed the situation afterward, and we surmise that, being on partial panel, a cockpit distraction may have caused us to overshoot the rollout on our turn to the missed approach heading, and the overshoot, combined with a southeast wind, may have caused a radar ground track showing us approaching the hill to the northwest -- the reason for the 'immediate turn requested by approach.
