Narrative:
While on short final to ontario on the 26L ILS, tower put air carrier medium large transport Y in position and hold on 26L. Tower did not clear medium large transport Y to takeoff until we were about 300 ft AGL. At 200 ft it was obvious that we were going to hit medium large transport Y if corrective action were not taken. We initiated a go around. Tower did not say anything except 'medium large transport X cleared for right downwind.' we turned right downwind and landed. This was even more unusual since our aircraft had a slat malfunction (which ATC knew about). I called tower supervisor on telephone after landing. Supervisor said a trainee was handling our arrival and should not have let the situation develop.

Title: CRITICAL GND CONFLICT BTWN LNDG AND DEPARTING ACR TFC AT ONT.
Narrative: WHILE ON SHORT FINAL TO ONTARIO ON THE 26L ILS, TWR PUT ACR MLG Y IN POS AND HOLD ON 26L. TWR DID NOT CLR MLG Y TO TKOF UNTIL WE WERE ABOUT 300 FT AGL. AT 200 FT IT WAS OBVIOUS THAT WE WERE GOING TO HIT MLG Y IF CORRECTIVE ACTION WERE NOT TAKEN. WE INITIATED A GAR. TWR DID NOT SAY ANYTHING EXCEPT 'MLG X CLRED FOR R DOWNWIND.' WE TURNED R DOWNWIND AND LANDED. THIS WAS EVEN MORE UNUSUAL SINCE OUR ACFT HAD A SLAT MALFUNCTION (WHICH ATC KNEW ABOUT). I CALLED TWR SUPVR ON TELEPHONE AFTER LNDG. SUPVR SAID A TRAINEE WAS HANDLING OUR ARR AND SHOULD NOT HAVE LET THE SITUATION DEVELOP.
