Narrative:
Kalamazoo ATCT radar was OTS. Flight of military fgt's departed into the lateral limits but stopped at 6000 ft in my airspace. Azo ATCT owns 6000 ft and below, adjoining sector (kelog) own 7000 ft and 8000 ft in lateral limits of azo ATCT, and sparta (my) sector owns 9000 ft and above. Azo ATCT appreqs departure on fgt's and they are cleared to 6000 ft and assigned a 340 degree heading and azo ATCT was told to transfer communications to kelog sector. Aircraft are assigned the altitude and headings but are switched to the sparta sector. Upon seeing the beacon target, the aircraft reported on at 6000 ft (the top altitude owned by azo ATCT) on a 340 heading. I climbed the aircraft to 10000 ft and cleared it on course. The requested altitude was 16000 ft, but I stopped him for crossing 11000 ft traffic. With the aircraft mode C reporting 8500 ft the conflict alert was activated with crossing 8000 ft traffic at 12 O'clock and 1.5 mi. I issued traffic and climbing traffic reported out of 9000 ft.

Title: MIL FGT'S HAD LTSS FROM ACFT Y. SYS ERROR.
Narrative: KALAMAZOO ATCT RADAR WAS OTS. FLT OF MIL FGT'S DEPARTED INTO THE LATERAL LIMITS BUT STOPPED AT 6000 FT IN MY AIRSPACE. AZO ATCT OWNS 6000 FT AND BELOW, ADJOINING SECTOR (KELOG) OWN 7000 FT AND 8000 FT IN LATERAL LIMITS OF AZO ATCT, AND SPARTA (MY) SECTOR OWNS 9000 FT AND ABOVE. AZO ATCT APPREQS DEP ON FGT'S AND THEY ARE CLRED TO 6000 FT AND ASSIGNED A 340 DEG HDG AND AZO ATCT WAS TOLD TO TRANSFER COMS TO KELOG SECTOR. ACFT ARE ASSIGNED THE ALT AND HDGS BUT ARE SWITCHED TO THE SPARTA SECTOR. UPON SEEING THE BEACON TARGET, THE ACFT RPTED ON AT 6000 FT (THE TOP ALT OWNED BY AZO ATCT) ON A 340 HDG. I CLBED THE ACFT TO 10000 FT AND CLRED IT ON COURSE. THE REQUESTED ALT WAS 16000 FT, BUT I STOPPED HIM FOR XING 11000 FT TFC. WITH THE ACFT MODE C RPTING 8500 FT THE CONFLICT ALERT WAS ACTIVATED WITH XING 8000 FT TFC AT 12 O'CLOCK AND 1.5 MI. I ISSUED TFC AND CLBING TFC RPTED OUT OF 9000 FT.
