Narrative:
Landed on runway 28 at syr without clearance. Facts: while under approach control aircraft descended into IFR conditions. Mixed snow and ice with mod turbulence. ILS frequency was tuned - but no identification. Turned crosswind with continued mod turbulence and no ILS frequency. Identification, extended discussion as to how far to continue the approach with no identification. Turned 45 degree to final and identification was weak - but legible. Flying was difficult because of turbulence. When approach clearance was given no instruction were given to monitor the tower over the LOM. The crew became involved in flying the approach. Once under the overcast - with airspeed fluctuation of +/-10 KTS - more attention was paid to flying the approach. No one on the crew ever remembered to contact the tower - or remember about clearance to land. Runway was clear on landing - all the groups-the crew, approach control and tower were all at fault - in not insuring their respective 'jobs' were accomplished. In the long run - the ultimate responsibility rest with the PIC -to obtain the necessary clearance for operation of his aircraft.

Narrative: LANDED ON RWY 28 AT SYR WITHOUT CLRNC. FACTS: WHILE UNDER APCH CTL ACFT DSNDED INTO IFR CONDITIONS. MIXED SNOW AND ICE WITH MOD TURB. ILS FREQ WAS TUNED - BUT NO ID. TURNED XWIND WITH CONTINUED MOD TURB AND NO ILS FREQ. ID, EXTENDED DISCUSSION AS TO HOW FAR TO CONTINUE THE APCH WITH NO ID. TURNED 45 DEG TO FINAL AND ID WAS WEAK - BUT LEGIBLE. FLYING WAS DIFFICULT BECAUSE OF TURB. WHEN APCH CLRNC WAS GIVEN NO INSTRUCTION WERE GIVEN TO MONITOR THE TWR OVER THE LOM. THE CREW BECAME INVOLVED IN FLYING THE APCH. RWY WAS CLR ON LNDG - ALL THE GROUPS-THE CREW, APCH CTL AND TWR WERE ALL AT FAULT - IN NOT INSURING THEIR RESPECTIVE 'JOBS' WERE ACCOMPLISHED.
