Narrative:

I was the line check airman giving an IOE to the first officer. We were flying the river visual approach to runway 18 at dca. We were being vectored behind a B-757 and I was trying to determine our distance behind him as well as help the first officer fly the approach. Neither the first officer nor I remember approach control sending us to tower frequency and I did not go to tower. Resulting in us landing on approach control frequency without landing clearance from tower. Supplemental information from acn 290902: task saturation in cockpit was high due to initial training in the copilot position and unfamiliarity with the approach procedures.
