Narrative:
Corp Y, vectored to the localizer was assigned heading 110 to maintain 4000 ft. Correctly read back by pilot. Small aircraft Y, IFR, vectored 090 at 3000 ft to diverge from the localizer and crp Y. Crp Y then was issued turn to 130 to intercept the localizer, maintain 4000 ft. Cpr Y readback 'heading 130 to 3.' this was not caught by myself or the instructor. Mode C was observed at 037. I reclred cpr Y to maintain 4000. He replied 'oh, I thought you said 3,' and he climbed back to 4000 ft. Supplemental information from acn 203036: cpr Y assigned 4000 ft readback correct. Small aircraft Y aircraft issued IFR clearance readback correct. Cpr Y issued heading and altitude maintain 4000 ft readback incorrect. WX dissipating and had received 3 pop-up requests for IFR in a 2 min time frame.
