Narrative:
Departing oak, VMC, runway 29 with OAK4 departure. At about 1200 MSL received TCASII descend RA. Lowered nose to comply with pitch command and advised ATC. Advisory ceased almost immediately. ATC confirmed no known existing conflict and continued normal departure. Follow up comments from ATC indicated probable source was known IFR GA departure off north complex. Comments of personal opinion: there any many more of these irritant RA's occurring than current statistics indicate. This type RA has potential for disruption and harm. The same situation but operating in only TA provides the disruption but no benefit of possibly needed resolution, hence a quandary. These problems with TCASII will not be solved until ATC traffic control parameters and TCASII computer parameters are compatible. Passenger listening on channel 9 could become apprehensive. TCASII evolution is now in a stage similar to early GPWS. There is work yet to be done.

Narrative: DEPARTING OAK, VMC, RWY 29 WITH OAK4 DEP. AT ABOUT 1200 MSL RECEIVED TCASII DSND RA. LOWERED NOSE TO COMPLY WITH PITCH COMMAND AND ADVISED ATC. ADVISORY CEASED ALMOST IMMEDIATELY. THE SAME SITUATION BUT OPERATING IN ONLY TA PROVIDES THE DISRUPTION BUT NO BENEFIT OF POSSIBLY NEEDED RESOLUTION, HENCE A QUANDARY. THESE PROBLEMS WITH TCASII WILL NOT BE SOLVED UNTIL ATC TFC CTL PARAMETERS AND TCASII COMPUTER PARAMETERS ARE COMPATIBLE. PAX LISTENING ON CHANNEL 9 COULD BECOME APPREHENSIVE. TCASII EVOLUTION IS NOW IN A STAGE SIMILAR TO EARLY GPWS. THERE IS WORK YET TO BE DONE.
