Narrative:
This flight was from philadelphia international airport to chicago- O'hare. We had departed phl and were at an intermediate climb out altitude of 10000 ft MSL in the clouds in moderate mixed icing. Our flight plan called for flying the ptw 320 radial outbound to intercept J64 inbound to rav VORTAC. Instead of doing this I flew direct between ptw to rav, which was approximately 30 degree west (left) of our filed course. I simply forgot about the 320 radial outbound from ptw and the captain had the inbound radial of rav dialed in and did not xchk my NAVAID setup. The ATC center controller called us up and asked if we were flying the ptw 320 radial outbound. He then gave us a vector to the right to intercept the ptw 320 radial. We were not advised of intent to violate us, or that there was a conflict, although the controller sounded quite irritated. The single greatest cause of this incident was my failure as the PF to set the proper outbound course and to announce it to the captain. Another contributing cause was the captain neither monitoring my navaids properly nor setting up his navaids for the outbound course. Also a factor could be a short layover at philadelphia with a xp:40 am hotel bus pickup time. We woke up early with little sleep and were not able to eat breakfast since the restaurants were closed and we were busy with our preflight duties anyway. Supplemental information from acn 203466. We had just had a 9 hour (behind doors) rest period and neither of us had been able to go directly to sleep due to the early (body time) arrival in phl the night before. This was a 2 pilot operation in IMC, performing the 10000 ft checklist, resetting altimeters, and operating and monitoring aircraft anti-ice systems due to moderate icing. I did not appreciate the controller's sarcastic attitude, but I do appreciate and commend him for being aware, alert, paying attention, and informing us of our error.

Title: HDG TRACK DEV.
Narrative: THIS FLT WAS FROM PHILADELPHIA INTL ARPT TO CHICAGO- O'HARE. WE HAD DEPARTED PHL AND WERE AT AN INTERMEDIATE CLBOUT ALT OF 10000 FT MSL IN THE CLOUDS IN MODERATE MIXED ICING. OUR FLT PLAN CALLED FOR FLYING THE PTW 320 RADIAL OUTBOUND TO INTERCEPT J64 INBOUND TO RAV VORTAC. INSTEAD OF DOING THIS I FLEW DIRECT BTWN PTW TO RAV, WHICH WAS APPROX 30 DEG W (L) OF OUR FILED COURSE. I SIMPLY FORGOT ABOUT THE 320 RADIAL OUTBOUND FROM PTW AND THE CAPT HAD THE INBOUND RADIAL OF RAV DIALED IN AND DID NOT XCHK MY NAVAID SETUP. THE ATC CTR CTLR CALLED US UP AND ASKED IF WE WERE FLYING THE PTW 320 RADIAL OUTBOUND. HE THEN GAVE US A VECTOR TO THE R TO INTERCEPT THE PTW 320 RADIAL. WE WERE NOT ADVISED OF INTENT TO VIOLATE US, OR THAT THERE WAS A CONFLICT, ALTHOUGH THE CTLR SOUNDED QUITE IRRITATED. THE SINGLE GREATEST CAUSE OF THIS INCIDENT WAS MY FAILURE AS THE PF TO SET THE PROPER OUTBOUND COURSE AND TO ANNOUNCE IT TO THE CAPT. ANOTHER CONTRIBUTING CAUSE WAS THE CAPT NEITHER MONITORING MY NAVAIDS PROPERLY NOR SETTING UP HIS NAVAIDS FOR THE OUTBOUND COURSE. ALSO A FACTOR COULD BE A SHORT LAYOVER AT PHILADELPHIA WITH A XP:40 AM HOTEL BUS PICKUP TIME. WE WOKE UP EARLY WITH LITTLE SLEEP AND WERE NOT ABLE TO EAT BREAKFAST SINCE THE RESTAURANTS WERE CLOSED AND WE WERE BUSY WITH OUR PREFLT DUTIES ANYWAY. SUPPLEMENTAL INFO FROM ACN 203466. WE HAD JUST HAD A 9 HR (BEHIND DOORS) REST PERIOD AND NEITHER OF US HAD BEEN ABLE TO GO DIRECTLY TO SLEEP DUE TO THE EARLY (BODY TIME) ARR IN PHL THE NIGHT BEFORE. THIS WAS A 2 PLT OP IN IMC, PERFORMING THE 10000 FT CHKLIST, RESETTING ALTIMETERS, AND OPERATING AND MONITORING ACFT ANTI-ICE SYSTEMS DUE TO MODERATE ICING. I DID NOT APPRECIATE THE CTLR'S SARCASTIC ATTITUDE, BUT I DO APPRECIATE AND COMMEND HIM FOR BEING AWARE, ALERT, PAYING ATTN, AND INFORMING US OF OUR ERROR.
