Narrative:
During vectors to the SID while climbing to 13000 ft, departure center asked preceding aircraft to say speed then assigned them 'speed not less than 180 KTS,' followed by 'speed 180 or less' for us. Prior to reaching 13000 we were handed off to abq center, given further step climb clearance and were offered FL160 or FL200 as a final altitude because FL180 was not available. We requested and were cleared to FL200. After leveling at FL200 I allowed the aircraft to accelerate to 215 KIAS, normal cruise. Then abq asked us to say speed and asked if we had been assigned 180 or less by phx. My inaction in holding the assigned speed was attributable to forgetfulness on my part partially due to the time elapsed since the speed was assigned, and my basic perception that the traffic conditions existed during the climb were alleviated. Because of these factors I allowed other tasks to be given higher priority and I effectively forgot the speed assignment. This aircraft did not have speed bugs on it's airspeed indicator.

Title: SPD DEV. SPD RESTRICTION ISSUED FOR TFC SPACING CTL DURING CLB REGIME.
Narrative: DURING VECTORS TO THE SID WHILE CLBING TO 13000 FT, DEP CTR ASKED PRECEDING ACFT TO SAY SPD THEN ASSIGNED THEM 'SPD NOT LESS THAN 180 KTS,' FOLLOWED BY 'SPD 180 OR LESS' FOR US.
