Narrative:
Air carrier X was cleared for a visual approach to runway 35 at approximately 7 NM from runway. We simultaneously received an immediate right turn to 090 from approach when our TCASII sounded TA. PF made immediate evasive action and then an RA sounded 'climb, climb' on TCASII. By this point all 3 crew members had the traffic visually at 10 O'clock and approximately 4 mi turning towards us. The evasive action took us clear of conflict and we subsequently landed uneventfully. Apparently air carrier Y aircraft had executed a missed approach with tower from runway 36R and turned right (east) to execute a 360 degree turn and return to land. However air carrier Y flight path was taking him into the path of runway 35 traffic. In my opinion this other crew should have reviewed a more prudent VFR missed approach procedure. This could have prevented this incident.
Original NASA ASRS Text
Title: ACR X TCASII TA RA EVASIVE ACTION TAKEN CLB TO AVOID ACR Y EXECUTING GAR 360 DEG TURN FOR LNDG ON MULTIPLE RWY OP PARALLEL RWYS.
Narrative: ACR X WAS CLRED FOR A VISUAL APCH TO RWY 35 AT APPROX 7 NM FROM RWY. WE SIMULTANEOUSLY RECEIVED AN IMMEDIATE R TURN TO 090 FROM APCH WHEN OUR TCASII SOUNDED TA. PF MADE IMMEDIATE EVASIVE ACTION AND THEN AN RA SOUNDED 'CLB, CLB' ON TCASII. BY THIS POINT ALL 3 CREW MEMBERS HAD THE TFC VISUALLY AT 10 O'CLOCK AND APPROX 4 MI TURNING TOWARDS US. THE EVASIVE ACTION TOOK US CLR OF CONFLICT AND WE SUBSEQUENTLY LANDED UNEVENTFULLY. APPARENTLY ACR Y ACFT HAD EXECUTED A MISSED APCH WITH TWR FROM RWY 36R AND TURNED R (E) TO EXECUTE A 360 DEG TURN AND RETURN TO LAND. HOWEVER ACR Y FLT PATH WAS TAKING HIM INTO THE PATH OF RWY 35 TFC. IN MY OPINION THIS OTHER CREW SHOULD HAVE REVIEWED A MORE PRUDENT VFR MISSED APCH PROC. THIS COULD HAVE PREVENTED THIS INCIDENT.
