Narrative:
Air carrier X conducted VOR DME runway 14 approach at nassau international -- nassau, bahamas. At FAF (porgy) contacted tower. Not cleared to land -- but told to 'continue' approach. At approximately 4.0 DME told 'clear to land.' there was rain shower over the airport obstructing most of the runway. Upon landing and roll out aircraft Y was seen in front of us on the runway approximately 1000 ft. Notified tower that another aircraft was on runway. Tower determined that previously landed aircraft Y had not yet cleared runway although 4 mins had passed since it had landed. We should not have been 'cleared to land' or given a 'go around.' the tower stated that because of the rain shower the runway was obstructed and the aircraft had contacted ground control. This -- combined with the passing of 4 mins -- led tower to believe that the runway was clear.

Narrative: ACR X CONDUCTED VOR DME RWY 14 APCH AT NASSAU INTL -- NASSAU, BAHAMAS. AT FAF (PORGY) CONTACTED TWR. NOT CLRED TO LAND -- BUT TOLD TO 'CONTINUE' APCH. AT APPROX 4.0 DME TOLD 'CLR TO LAND.' THERE WAS RAIN SHOWER OVER THE ARPT OBSTRUCTING MOST OF THE RWY. UPON LNDG AND ROLL OUT ACFT Y WAS SEEN IN FRONT OF US ON THE RWY APPROX 1000 FT. NOTIFIED TWR THAT ANOTHER ACFT WAS ON RWY. TWR DETERMINED THAT PREVIOUSLY LANDED ACFT Y HAD NOT YET CLRED RWY ALTHOUGH 4 MINS HAD PASSED SINCE IT HAD LANDED. WE SHOULD NOT HAVE BEEN 'CLRED TO LAND' OR GIVEN A 'GAR.' THE TWR STATED THAT BECAUSE OF THE RAIN SHOWER THE RWY WAS OBSTRUCTED AND THE ACFT HAD CONTACTED GND CTL. THIS -- COMBINED WITH THE PASSING OF 4 MINS -- LED TWR TO BELIEVE THAT THE RWY WAS CLR.
