Narrative:
WX at destination forecasted to be below mins, CAT I. Captain called dispatch to find out why CAT ii was notamed 'na' - - not authorized -- on the WX papers. Dispatch called roc tower, but they wouldn't answer the telephone. Present WX was above mins and the forecast was amended by dispatch to allow us to go. We went and upon receiving ATIS WX was 0 and 1/8 mi visibility. RVR runway 4 given as 1600 RVR after beginning ILS CAT ii runway 4 approach. Clearance for CAT ii and readback included CAT ii. Approach and landing uneventful. Upon receiving WX the next day, again in NOTAMS section this time it says -- spelled out ILS 4 CAT ii 'not authorized.' how is it that our dispatch can't determine if it is an airport or company NOTAM and why it is in effect? Also why would ATC clear us for an approach that was not authorized? I guess in the future until someone answers the telephone at an ATC facility I'll stay on the ground. 1 note: en route, when in contact with approach, they were asked by me about NOTAMS. The VOR voice for arrival ATIS there is weak, obscured in noise and basically unusable. They gave me what was on the ATIS, but said nothing about lack of CAT ii capability.
