Narrative:
On vectors from miami approach heading 190 degrees, 10000 ft at 250 KTS, I monitored on TCASII an aircraft converging from my 4 O'clock position as he descended through 12000 ft. Miami issued us an immediate left turn to 090 degrees and requested a rapid descent to '10000.' the TCASII was directing us to climb! I had visual contact with the traffic and was informing the captain to follow the controller's directions. With the TCASII, controller, and myself all issuing conflicting actions, the captain was understandably confused. We descended to 9000 ft after clarification from miami. The conflicting traffic passed within 1 1/2-2 mi and approximately 400 ft vertical separation.

Narrative: ON VECTORS FROM MIAMI APCH HDG 190 DEGS, 10000 FT AT 250 KTS, I MONITORED ON TCASII AN ACFT CONVERGING FROM MY 4 O'CLOCK POS AS HE DSNDED THROUGH 12000 FT. WE DSNDED TO 9000 FT AFTER CLARIFICATION FROM MIAMI. THE CONFLICTING TFC PASSED WITHIN 1 1/2-2 MI AND APPROX 400 FT VERT SEPARATION.
