Narrative:

Was en route from bvi (beaver county, PA). Had full fuel. Winds aloft were stronger than anticipated and direct headwind. We were given numerous vectors to allow for spacing. Spacing went from 10-20 mi en route. During route we were given a 360 degree turn on the airway. During final approach ILS 18L charlotte were given vectors from final and were taken off approach. We declared min fuel at that point and it took approximately 15 mins to get back to same area on the approach. Plane holds 45 gallons of fuel. We put in 44 gallons upon arrival. With cruise and leaning procedures plane calls for 7.5 gallons/hour giving over 5 hours of flight.
