Narrative:
We had departed college station, tx, and were en route to dfw. During cruise, the captain discovered that he had been given a new dispatch release in cll. However, he had not realized this before departure. Therefore, we were not in compliance with the min fuel requirement of 3000 pounds. Instead, we had departed with 2400 pounds from the old dispatch release, plus the new release showed tyr as our alternate. The captain looked at the new forecast for dfw and said we did not need an alternate, and since he had not signed the second copy of the release in cll, he simply discarded the new release. The reason for the oversight, I believe, was as follows: cll ground personnel are not fully familiar with our 121 operation, since they also service our 135 operation. Therefore, they should have brought us the release in duplicate and asked the captain to sign one of them for their records. They failed to do this, therefore, the captain thought it was merely the new WX printout. Also, this captain does not like to share printout information with his first officer and usually keeps this information on his side of the cockpit, therefore reducing redundancy in the cockpit in the that context. So, he did not share the printout with me before departure. To reduce the problem: the 121 dispatcher should be satisfied that his new release has reached the crew somehow! And there should be both signatures required on the release: captain and first officer.

Title: LTT DEPARTS WITHOUT PROPER FUEL REQUIRED FOR NEW DISPATCH RELEASE WHICH CAPT MISSED.
Narrative: WE HAD DEPARTED COLLEGE STATION, TX, AND WERE ENRTE TO DFW. DURING CRUISE, THE CAPT DISCOVERED THAT HE HAD BEEN GIVEN A NEW DISPATCH RELEASE IN CLL. HOWEVER, HE HAD NOT REALIZED THIS BEFORE DEP. THEREFORE, WE WERE NOT IN COMPLIANCE WITH THE MIN FUEL REQUIREMENT OF 3000 POUNDS. INSTEAD, WE HAD DEPARTED WITH 2400 POUNDS FROM THE OLD DISPATCH RELEASE, PLUS THE NEW RELEASE SHOWED TYR AS OUR ALTERNATE. SO, HE DID NOT SHARE THE PRINTOUT WITH ME BEFORE DEP. TO REDUCE THE PROBLEM: THE 121 DISPATCHER SHOULD BE SATISFIED THAT HIS NEW RELEASE HAS REACHED THE CREW SOMEHOW! AND THERE SHOULD BE BOTH SIGNATURES REQUIRED ON THE RELEASE: CAPT AND FO.
