Military X was northbound at 130. Military Y was descended to cross 15 south of ric at 150. Restriction was amended to cross 12 south of ric but altitude not restated. Pilot read back 'roger, one two thousand.' I missed the readback. Traffic was busy with last min point outs in another sector on aircraft that would be traffic for military Y if he didn't descend promptly. Recent procedural changes on the handling of propeller/turbo propeller traffic arriving into the washington metroplex airports has caused the compression of a lot of traffic in the altitudes below 150 ric to fak vortacs, and increased coordination for controllers, both inter and intra facility.

Narrative: MIL X WAS NBOUND AT 130. MIL Y WAS DSNDED TO CROSS 15 S OF RIC AT 150. RESTRICTION WAS AMENDED TO CROSS 12 S OF RIC BUT ALT NOT RESTATED. PLT READ BACK 'ROGER, ONE TWO THOUSAND.'
