Narrative:

Climbing through approximately 13000 ft oak ARTCC on 132.95 advised us of an small transport (VFR) above us to our 10-11 O'clock position who had us in sight. We did not see him. Soon we received a TCASII RA to stop climb and descend. As we passed through 15000 we followed TCASII down to 14500. When we were clear of the conflict we resumed the climb to FL230. The first officer saw the small transport while we were on our descent. He was above and in a turn to go behind us. He passed within 500 ft and well within 1 mi horizontal.
