Narrative:
I was cleared for the localizer approach at mwc. ATIS reported ceiling at 800 overcast and 3/8 mi visibility in snow and fog. My intentions were to make an approach to MDA, declare a missed, and proceed to the alternate. However upon reaching MDA the VASI on runway 15L was visible so I continued the approach and landed without incident. The tower continued to report visibility at 3/8 mi.

Title: PLT OF CORP MAKES LOC IAP INTO MWC AND LANDS WHEN GND VISIBILITY IS RPTED TO BE BELOW PUBLISHED MINS FOR THE APCH. RPTR STRONGLY INFERS THAT FLT VISIBILITY WAS ADEQUATE AND ABOVE PUBLISHED MINS.
Narrative: I WAS CLRED FOR THE LOC APCH AT MWC. ATIS RPTED CEILING AT 800 OVCST AND 3/8 MI VISIBILITY IN SNOW AND FOG.
