Narrative:
Was given an ILS runway 4 approach. Radar not available below approximately 4000 ft, therefore was told to execute full procedure turn. For some reason did not properly identify OM and started procedure turn too close to runway 4. Because of this, got erratic localizer and GS indications and overshot airport. Was considerably on other side of airport when declared missed approach tower asked for position and altitude which I gave. Maximum altitude was 2700 ft MSL. Instructions for missed approach call for climb to 2200 ft direct to tcl VOR and hold. Was 500 ft high for short time. Then asked for runway 22 VOR approach which was given and proceeded to landing. At the 2200-2700 ft altitude was above most cloud. Do not believe I compromised separation, but no radar. Should have been more positive in memorizing missed approach altitude.

Title: DEV FROM PUBLISHED INST APCH TRACK AND PUBLISHED MISSED APCH ALT.
Narrative: WAS GIVEN AN ILS RWY 4 APCH. RADAR NOT AVAILABLE BELOW APPROX 4000 FT, THEREFORE WAS TOLD TO EXECUTE FULL PROC TURN. AT THE 2200-2700 FT ALT WAS ABOVE MOST CLOUD. DO NOT BELIEVE I COMPROMISED SEPARATION, BUT NO RADAR. SHOULD HAVE BEEN MORE POSITIVE IN MEMORIZING MISSED APCH ALT.
