Narrative:
Air carrier X was issued a clearance to climb to FL270. An amending clearance was issued for air carrier X to maintain FL260. Air carrier X climbed to FL266 and conflicted with cpr Y at FL270. This situation occurred during heavy/complex traffic conditions. The time on the sector was approaching 2 hours and the sector had been very busy during this time. At the time of the occurrence the sector was staffed with a radar man, a tracker and a manual controller, but the sector had been worked for part of the 2 hours by one person. The complexity of the sector was increased when ZMA handed off 2 aircraft at FL270 that were very slow moving and chop at the higher altitudes was causing several aircraft to stay at the lower altitudes. This system error could have been avoided if air carrier X had responded to the radio promptly. There seems to be a growing trend of aircraft not promptly responding to the radio.

Title: ACR X UNAUTHORIZED CLB TO OCCUPIED ALT HAD LTSS FROM CPR Y. SYS ERROR.
Narrative: ACR X WAS ISSUED A CLRNC TO CLB TO FL270. AN AMENDING CLRNC WAS ISSUED FOR ACR X TO MAINTAIN FL260. ACR X CLBED TO FL266 AND CONFLICTED WITH CPR Y AT FL270. THIS SITUATION OCCURRED DURING HVY/COMPLEX TFC CONDITIONS. THE TIME ON THE SECTOR WAS APCHING 2 HRS AND THE SECTOR HAD BEEN VERY BUSY DURING THIS TIME. AT THE TIME OF THE OCCURRENCE THE SECTOR WAS STAFFED WITH A RADAR MAN, A TRACKER AND A MANUAL CTLR, BUT THE SECTOR HAD BEEN WORKED FOR PART OF THE 2 HRS BY ONE PERSON. THE COMPLEXITY OF THE SECTOR WAS INCREASED WHEN ZMA HANDED OFF 2 ACFT AT FL270 THAT WERE VERY SLOW MOVING AND CHOP AT THE HIGHER ALTS WAS CAUSING SEVERAL ACFT TO STAY AT THE LOWER ALTS. THIS SYS ERROR COULD HAVE BEEN AVOIDED IF ACR X HAD RESPONDED TO THE RADIO PROMPTLY. THERE SEEMS TO BE A GROWING TREND OF ACFT NOT PROMPTLY RESPONDING TO THE RADIO.
