Narrative:

When we checked on initially with chicago approach, who was very busy at the time, the controller gave a clearance to proceed direct to northbrook VOR and expect radar vectors for an ILS to 14L at ord. Both pilots did not hear the part about northbrook and therefore no acknowledgement was given and we continued on the last assigned heading. A few mins later the controller noticed the aircraft not heading toward northbrook and informed us that we were cleared there on the initial check in. Controllers should always listen for an acknowledgement rather than assume pilots heard the clearance issued in the blind.

Title: HDG TRACK DEV.

Narrative: WHEN WE CHKED ON INITIALLY WITH CHICAGO APCH, WHO WAS VERY BUSY AT THE TIME, THE CTLR GAVE A CLRNC TO PROCEED DIRECT TO NORTHBROOK VOR AND EXPECT RADAR VECTORS FOR AN ILS TO 14L AT ORD. A FEW MINS LATER THE CTLR NOTICED THE ACFT NOT HDG TOWARD NORTHBROOK AND INFORMED US THAT WE WERE CLRED THERE ON THE INITIAL CHK IN. CTLRS SHOULD ALWAYS LISTEN FOR AN ACKNOWLEDGEMENT RATHER THAN ASSUME PLTS HEARD THE CLRNC ISSUED IN THE BLIND.
