Narrative:
Small aircraft on right base leg and mdt on left downwind and left base came very close to impact on final approach. As I (mdt) came out of left bank onto final, the small aircraft approached our right wingtip from 90 degrees. I banked very steep to right to avoid hit. We (mdt) were cleared #2 behind the small aircraft who was instructed by tower to make short or close in base and for us (mdt) to extend and follow small aircraft. The small aircraft made a long downwind and wide base which put us on a 90 degree angle collision course. We could not see this small aircraft on a bright day against the buildings and skyline (nyc). The tower finally noticed the conflict and cleared the mdt (us) to land and told the small aircraft pilot on base to start a right turn all the way around to downwind and follow the mdt. The small aircraft pilot continued at us and told tower 'if I start a right turn I will continue to be aimed at the mdt.' 'you are telling me to turn into him.' seconds later the small aircraft was spotted by my passenger coming straight at our right winglet. He made no attempt to take evasive action until the very last seconds. Entire incident is under investigation.
Original NASA ASRS Text
Title: TFC CONFLICT IN THE LNDG PATTERN BTWN CORP MDT AND SMA. SMA DID NOT SEEM TO UNDERSTAND OR WAS UNABLE TO OR UNWILLING TO COMPLY WITH THE TWR'S INSTRUCTIONS. THERE WAS MUCH MANEUVERING TO AVOID A COLLISION.
Narrative: SMA ON R BASE LEG AND MDT ON L DOWNWIND AND L BASE CAME VERY CLOSE TO IMPACT ON FINAL APCH. AS I (MDT) CAME OUT OF L BANK ONTO FINAL, THE SMA APCHED OUR R WINGTIP FROM 90 DEGS. I BANKED VERY STEEP TO R TO AVOID HIT. WE (MDT) WERE CLRED #2 BEHIND THE SMA WHO WAS INSTRUCTED BY TWR TO MAKE SHORT OR CLOSE IN BASE AND FOR US (MDT) TO EXTEND AND FOLLOW SMA. THE SMA MADE A LONG DOWNWIND AND WIDE BASE WHICH PUT US ON A 90 DEG ANGLE COLLISION COURSE. WE COULD NOT SEE THIS SMA ON A BRIGHT DAY AGAINST THE BUILDINGS AND SKYLINE (NYC). THE TWR FINALLY NOTICED THE CONFLICT AND CLRED THE MDT (US) TO LAND AND TOLD THE SMA PLT ON BASE TO START A R TURN ALL THE WAY AROUND TO DOWNWIND AND FOLLOW THE MDT. THE SMA PLT CONTINUED AT US AND TOLD TWR 'IF I START A R TURN I WILL CONTINUE TO BE AIMED AT THE MDT.' 'YOU ARE TELLING ME TO TURN INTO HIM.' SECONDS LATER THE SMA WAS SPOTTED BY MY PAX COMING STRAIGHT AT OUR R WINGLET. HE MADE NO ATTEMPT TO TAKE EVASIVE ACTION UNTIL THE VERY LAST SECONDS. ENTIRE INCIDENT IS UNDER INVESTIGATION.
