Narrative:

I was dispatched for a 135 flight. We were to fly from long beach to norton AFB pick up a surgical team and fly to lexington, ky. We departed lgb at XA00 am for norton AFB took on fuel and departed norton. We rotated and the requested 'gear up' but the landing gear unsafe light remained on, we recycled several times with no success. We elected to dump fuel and land at ontario, the landing was normal, but the taxi in to the FBO we noticed a small rubbing noise, after shutdown I got out of the aircraft and found that the pin was left out of the scissors assembly. Due to the fact that it was late, it was dark, the pin was left out prior to departure. The crew has implemented new procedures to avoid the problem happening again.
