Narrative:

On 4/wed/92 at approximately AM30 hours local time we were preparing to depart from klwb. The control tower was closed and we attempted to get a clearance on a ZDC frequency while still sitting on the ground. The WX at AM45 hours local was reported as 700 overcast 3 mi visibility and light rain and fog. I asked the captain if I could call unicom and ask them to call ZDC and get a clearance. I was told 'no.' then the captain rolled out on the runway and took off on runway 22. We climbed straight ahead till we reached approximately 3000 ft MSL and then turned wbound and leveled off at 4000 ft. I advised the captain he should turn right and intercept the 338 degree radial off of sulphur springs VOR, but he refused to do that. I finally got him to climb out of 4000 ft when I showed him that on the approach plate that MSA was 5600 ft in a 25 mi radius of the airport. I regret that I did not get out of the airplane so he couldn't have taken off. The main reason this happened is because the captain was trying to keep a schedule.

Title: CAPT OF LTT CPR JET TOOK OFF INTO IMC CONDITIONS WITHOUT IFR CLRNC RESULTING IN THE FO RECOMMENDING TO THE CAPT ALT AND COURSES TO FLY TO AVOID COLLIDING WITH MOUNTAINOUS TERRAIN, NOT WITHSTANDING OTHER POSSIBLE IFR TFC.

Narrative: ON 4/WED/92 AT APPROX AM30 HRS LCL TIME WE WERE PREPARING TO DEPART FROM KLWB. THE CTL TWR WAS CLOSED AND WE ATTEMPTED TO GET A CLRNC ON A ZDC FREQ WHILE STILL SITTING ON THE GND. THE WX AT AM45 HRS LCL WAS RPTED AS 700 OVCST 3 MI VISIBILITY AND LIGHT RAIN AND FOG. I ASKED THE CAPT IF I COULD CALL UNICOM AND ASK THEM TO CALL ZDC AND GET A CLRNC. I WAS TOLD 'NO.' THEN THE CAPT ROLLED OUT ON THE RWY AND TOOK OFF ON RWY 22. WE CLBED STRAIGHT AHEAD TILL WE REACHED APPROX 3000 FT MSL AND THEN TURNED WBOUND AND LEVELED OFF AT 4000 FT. I ADVISED THE CAPT HE SHOULD TURN R AND INTERCEPT THE 338 DEG RADIAL OFF OF SULPHUR SPRINGS VOR, BUT HE REFUSED TO DO THAT. I FINALLY GOT HIM TO CLB OUT OF 4000 FT WHEN I SHOWED HIM THAT ON THE APCH PLATE THAT MSA WAS 5600 FT IN A 25 MI RADIUS OF THE ARPT. I REGRET THAT I DID NOT GET OUT OF THE AIRPLANE SO HE COULDN'T HAVE TAKEN OFF. THE MAIN REASON THIS HAPPENED IS BECAUSE THE CAPT WAS TRYING TO KEEP A SCHEDULE.
