Narrative:
After takeoff from fsd we were directed by ATC to turn to heading 270 and climb to 7000 ft. Captain was flying I (first officer) saw a little 'DOT' coming fast from the captain's side at about 10:30 position. In less than 2 seconds I saw the fgt coming from below at least 250 KTS. I took control of airplane making a sharp turn to the right. The fgt apparently saw us and made also an evasive action to his right and climbed out of sight. We were in control of departure in radar contact at 3500 MSL ft when this happened. When we queried departure they said that the only thing they had on their scope appeared to be migratory birds! Do migratory birds fly at 200-250 KTS? I don't think so. The controller asked about how close was the fgt and I replied: he was so close we could have passed the grey poupon! He said that the fgt might have his transponder off. I wonder if this is the kind of military pilot who gets hired by major airlines? Thanks to a sharp first officer, this near accident was prevented. Open your eyes when you fly out there, guys!

Title: AN LTT ON IFR FLT PLAN AND A FGT WITH NO KNOWN FLT PLAN HAD A NMAC SHORTLY AFTER THE LTT TOOK OFF. ATC DID NOT HAVE THE FGT ON ITS SCOPE.
Narrative: AFTER TKOF FROM FSD WE WERE DIRECTED BY ATC TO TURN TO HDG 270 AND CLB TO 7000 FT. CAPT WAS FLYING I (FO) SAW A LITTLE 'DOT' COMING FAST FROM THE CAPT'S SIDE AT ABOUT 10:30 POS. IN LESS THAN 2 SECONDS I SAW THE FGT COMING FROM BELOW AT LEAST 250 KTS. I TOOK CTL OF AIRPLANE MAKING A SHARP TURN TO THE R. THE FGT APPARENTLY SAW US AND MADE ALSO AN EVASIVE ACTION TO HIS R AND CLBED OUT OF SIGHT. WE WERE IN CTL OF DEP IN RADAR CONTACT AT 3500 MSL FT WHEN THIS HAPPENED.
