Narrative:
VOR 22 approach -- issued holding clearance due to another aircraft which was disoriented or lost on the approach. After being cleared for the approach by approach control, told to contact tower at FAF (lizzy intersection) inbound. I failed to contact tower at lizzy but was eventually cleared to land by approach control. After a short landing I tried to make taxiway X 13-31, but rolled approximately 100 ft past and across runway 13-31. After switching radio to ground control and tower combined I heard ground control tower issuing another plane an IFR clearance. Being common practice in tyr to be issued a clearance to make a 180 degree turn and to ramp, I took it upon myself to do so without proper clearance. As I entered perimeter of 13-31 I heard approach controller issue an abort takeoff clearance to a departing. Since I was rolling I expedited across 13-31 to taxiway. Although aborted takeoff neither of us were endangered, however it was unsafe. Combined tower ground control came on frequency and heatedly argued his point and I was finally told to call tower by phone upon deplaning. I did so and asked to speak to supervisor but none were present. I left my home phone number and was called later by a tower supervisor. I told him I realized I had become complacent and had violated far's. I admitted my mistakes and felt very unprofessional. Suggestion... Combined frequency with same voice on tower ground control are sometimes confusing. Try combining tower approach or ground approach.

Title: PLT OF PVT SMT ACFT FAILED TO WAIT FOR TAXI CLRNC FROM TWR AFTER LNDG ROLL OUT AND MADE A 180 DEG TURN ON THE RWY RESULTING IN THE TWR ISSUING TKOF ABORT INSTRUCTION TO ANOTHER ACFT.
Narrative: VOR 22 APCH -- ISSUED HOLDING CLRNC DUE TO ANOTHER ACFT WHICH WAS DISORIENTED OR LOST ON THE APCH.
