Narrative:
Runways 4L and 4R are separated by less than 2500 ft. The runway 4L departure threshold is approximately 2000 ft north of the runway 4R threshold. The facility has designated this as a 3 min departure delay for runway 4L when heavy aircraft depart runway 4R per FAA handbook 7110.65 paragraph 3-106g. The local control position are separate for runways 4L (local west) and runway 4R (local east). Local east coordination with local west for release of a heavy widebody transport off runway 4R (due to wake turbulence). This was approved by local west. Local east then cleared air carrier Y for takeoff from runway 4L approximately 2 mins later. Diverging course separation was established upon departure of air carrier Y from runway 4L (per facility directive). Human factors: didn't think before doing.

Title: ACR Y HAD LESS THAN STANDARD WAKE TURB SEPARATION FROM WDB. MULTIPLE RWY OP PARALLEL RWYS. SYS ERROR.
Narrative: RWYS 4L AND 4R ARE SEPARATED BY LESS THAN 2500 FT. THE RWY 4L DEP THRESHOLD IS APPROX 2000 FT N OF THE RWY 4R THRESHOLD. THE FACILITY HAS DESIGNATED THIS AS A 3 MIN DEP DELAY FOR RWY 4L WHEN HVY ACFT DEPART RWY 4R PER FAA HANDBOOK 7110.65 PARAGRAPH 3-106G. THE LCL CTL POS ARE SEPARATE FOR RWYS 4L (LCL W) AND RWY 4R (LCL E). LCL E COORD WITH LCL W FOR RELEASE OF A HVY WDB OFF RWY 4R (DUE TO WAKE TURB). THIS WAS APPROVED BY LCL W. LCL E THEN CLRED ACR Y FOR TKOF FROM RWY 4L APPROX 2 MINS LATER. DIVERGING COURSE SEPARATION WAS ESTABLISHED UPON DEP OF ACR Y FROM RWY 4L (PER FACILITY DIRECTIVE). HUMAN FACTORS: DIDN'T THINK BEFORE DOING.
