Narrative:
I was the PIC of an small transport light twin engine aircraft. I was on an IFR flight plan from pdk to tys. I got the ATIS information which advised me of the current NOTAM in effect stating that the last 4900 ft was available. I made a normal visual approach for landing on runway 5R. I thought about asking for runway 5L, but decided not to since I had plenty of runway on 5R. On final approximately 1 mi out and 1000 ft AGL, I started looking for the displaced threshold. The entire runway was paved, painted, and appeared to be operational. I was cleared to land by tower, but I was not reminded of where the displaced threshold was. I assumed the area closed was the unpaved area before runway 5R. On short final, I noticed a truck located off the runway before the threshold. I crossed the threshold 150-200 ft AGL and continued to make a normal landing knowing I was well clear of the truck. Landing and rollout was normal. I realized we were on the unusable runway when I rolled up to a rope barricade and noticed an 'X' on the runway. Tower advised me on taxi instructions in order to get past the barricade. Factors contributing to the runway incursion: I should have marked the unusable runway on my airport diagram when I got the ATIS, tower did not remind me of the displaced threshold location. The 'X' blended in with the runway environment and was not seen on final. I talked with the tower supervisor after the incursion. He said similar incursions have resulted since the runway was painted, and that no violation would be required. Callback conversation with reporter revealed the following information. Reporter states he made the error thinking last 5000 ft closed, not first portion. Knows not tower responsibility but a reminder would have been helpful. There was no one on the runway at the time of landing to indicate work being performed.

Title: SMT LANDS ON CLOSED PORTION OF RWY.
Narrative: I WAS THE PIC OF AN SMT LIGHT TWIN ENG ACFT. I WAS ON AN IFR FLT PLAN FROM PDK TO TYS. I REALIZED WE WERE ON THE UNUSABLE RWY WHEN I ROLLED UP TO A ROPE BARRICADE AND NOTICED AN 'X' ON THE RWY. TWR ADVISED ME ON TAXI INSTRUCTIONS IN ORDER TO GET PAST THE BARRICADE. FACTORS CONTRIBUTING TO THE RWY INCURSION: I SHOULD HAVE MARKED THE UNUSABLE RWY ON MY ARPT DIAGRAM WHEN I GOT THE ATIS, TWR DID NOT REMIND ME OF THE DISPLACED THRESHOLD LOCATION. THE 'X' BLENDED IN WITH THE RWY ENVIRONMENT AND WAS NOT SEEN ON FINAL. I TALKED WITH THE TWR SUPERVISOR AFTER THE INCURSION. HE SAID SIMILAR INCURSIONS HAVE RESULTED SINCE THE RWY WAS PAINTED, AND THAT NO VIOLATION WOULD BE REQUIRED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR STATES HE MADE THE ERROR THINKING LAST 5000 FT CLOSED, NOT FIRST PORTION. KNOWS NOT TWR RESPONSIBILITY BUT A REMINDER WOULD HAVE BEEN HELPFUL. THERE WAS NO ONE ON THE RWY AT THE TIME OF LNDG TO INDICATE WORK BEING PERFORMED.
