Narrative:

Kiana airport was notamed for partial runway closure for resurfacing. On first day I called FSS for additional information because NOTAM text was confusing. FSS said they had no additional information. Flew to kiana and returned. No evidence of work being done there. On second day of NOTAM (date of this incident) I approached kiana and observed 2 construction vehicles along the runway outside the edge cones. I overflew the runway and observed a line of marking cones down the middle. I attempted to call the airport on the frequency contained in the NOTAM with no answer. I then contacted our agent by radio. She did not know what was happening. The entire runway appeared usable, so I lined up for the r-hand side of the cones. On short final, a construction vehicle turned out onto the runway necessitating a go around. I landed on the right side of the cones on my second approach. A construction worker approached me and told me that I had landed on the closed half of the runway. When taxiing out, I noticed a yellow fabric 'X' in the grass at the approach end. I did not see it on either approach. It was likely obscured by the 6 inch high grass.

Title: SMT PLT IN ALASKA LANDS ON CLOSED PORTION OF RWY. THE 'X' PLACED TO INDICATE CLOSED IS YELLOW FABRIC IN THE GRASS AT APCH END. THE GRASS IS 6 INCHES HIGH AND FAIRLY OBSCURES THE 'X.'

ON SECOND DAY OF NOTAM (DATE OF THIS INCIDENT) I APCHED KIANA AND OBSERVED 2 CONSTRUCTION VEHICLES ALONG THE RWY OUTSIDE THE EDGE CONES. I OVERFLEW THE RWY AND OBSERVED A LINE OF MARKING CONES DOWN THE MIDDLE. I ATTEMPTED TO CALL THE ARPT ON THE FREQ CONTAINED IN THE NOTAM WITH NO ANSWER. I THEN CONTACTED OUR AGENT BY RADIO. SHE DID NOT KNOW WHAT WAS HAPPENING. THE ENTIRE RWY APPEARED USABLE, SO I LINED UP FOR THE R-HAND SIDE OF THE CONES. ON SHORT FINAL, A CONSTRUCTION VEHICLE TURNED OUT ONTO THE RWY NECESSITATING A GAR. I LANDED ON THE R SIDE OF THE CONES ON MY SECOND APCH. A CONSTRUCTION WORKER APCHED ME AND TOLD ME THAT I HAD LANDED ON THE CLOSED HALF OF THE RWY. WHEN TAXIING OUT, I NOTICED A YELLOW FABRIC 'X' IN THE GRASS AT THE APCH END. I DID NOT SEE IT ON EITHER APCH. IT WAS LIKELY OBSCURED BY THE 6 INCH HIGH GRASS.
