Narrative:
The problem occurred when a student pilot was recommended for his chkride. He had been with different instructors over a period of 12 yrs. He has received 2, third class medicals/student certificates and 2 regular third class medicals. The most recent (and current) medical is to be issued to private pilots, not students. The instructor signed the back of the white medical (for private pilots). This allowed the student to fly solo on a current medical. However this medical is not a student certificate. The student was told by his medical examiner that the third class medical is valid as long as the student keeps the expired student pilot certificate. The problem is that of a student being allowed to keep old, expired certificates providing for an excess of paperwork and chance for confusion. The solution is to require medical examiners to ask for the expired certificates in exchange for the current student pilot certificate/medical.

Title: A FLT INSTRUCTOR WAS UPSET BECAUSE A 12 YRS STUDENT PLT HAD MORE THAN ONE MEDICAL IN HIS POSSESSION DUE TO MANY ENDORSEMENTS ON THE BACK.
Narrative: THE PROBLEM OCCURRED WHEN A STUDENT PLT WAS RECOMMENDED FOR HIS CHKRIDE. HE HAD BEEN WITH DIFFERENT INSTRUCTORS OVER A PERIOD OF 12 YRS. HE HAS RECEIVED 2, THIRD CLASS MEDICALS/STUDENT CERTIFICATES AND 2 REGULAR THIRD CLASS MEDICALS. THE MOST RECENT (AND CURRENT) MEDICAL IS TO BE ISSUED TO PVT PLTS, NOT STUDENTS. THE INSTRUCTOR SIGNED THE BACK OF THE WHITE MEDICAL (FOR PVT PLTS). THIS ALLOWED THE STUDENT TO FLY SOLO ON A CURRENT MEDICAL. HOWEVER THIS MEDICAL IS NOT A STUDENT CERTIFICATE. THE STUDENT WAS TOLD BY HIS MEDICAL EXAMINER THAT THE THIRD CLASS MEDICAL IS VALID AS LONG AS THE STUDENT KEEPS THE EXPIRED STUDENT PLT CERTIFICATE. THE PROBLEM IS THAT OF A STUDENT BEING ALLOWED TO KEEP OLD, EXPIRED CERTIFICATES PROVIDING FOR AN EXCESS OF PAPERWORK AND CHANCE FOR CONFUSION. THE SOLUTION IS TO REQUIRE MEDICAL EXAMINERS TO ASK FOR THE EXPIRED CERTIFICATES IN EXCHANGE FOR THE CURRENT STUDENT PLT CERTIFICATE/MEDICAL.
