Narrative:
On vectors ILS 14L ord ATIS WX w0x1/2F. Approach reported RVR 3000 or better. We required RVR of 2400 for approach due to inoperative runway lights. Cleared to 4000 ft to join localizer and cleared approach. Prior to intercepting GS, heard approach control call RVR 2200. 2 aircraft advised approach control they could not accept approach clearance. Twice controller instructed all aircraft on localizer to continue approach to OM for instructions from tower. At marker RVR 3000 ft landed uneventfully approach control did not seem to understand we were not legal to begin approach or descent below 4000 ft. Complied with his instructions in interest of safety.

Title: FLC OF MLG ACR ACFT WERE CONCERNED THAT THEY WERE NOT LEGAL TO CONTINUE AN ILS APCH AFTER LATEST WX INDICATED BELOW APCH MINS FOR THEIR TYPE OF OPS. UPON REACHING THE FINAL APCH FIX, THE WX WAS RPTED ABOVE MINS.

AT MARKER RVR 3000 FT LANDED UNEVENTFULLY APCH CTL DID NOT SEEM TO UNDERSTAND WE WERE NOT LEGAL TO BEGIN APCH OR DSCNT BELOW 4000 FT. COMPLIED WITH HIS INSTRUCTIONS IN INTEREST OF SAFETY.
