Narrative:
During preflight activities in brussels, belgium (ebbr) our maintenance representative was nowhere to be found. In anticipation of his late arrival airman and a&P mechanic. The first officer performed ETOPS maintenance checklist as he had completed or received maintenance training and had been utilized as maintenance earlier in his career with the company. As it was no maintenance representative appeared prior to departure so we left brussels en route to gander and were fueled so as bypass ETOPS airspace altogether and comply with 60 min rule. En route maintenance control was advised of our actions in reference to ETOPS and verbal approval was given to 120 min ETOPS via telephone patch. Aircraft proceeded via ETOPS airspace uneventfully to destination airport with appropriate forms and signoffs completed. On oct/wed/92 I was advised that first officer was probably not certified for this particular type maintenance release. Not being thoroughly knowledgeable with all of our maintenance procedures as it is not a requirement. I feel somewhat led down a promrose path to be told one thing and now being told the FAA may take action against my licenses.
