Narrative:

First officer flying on final on ILS to runway 9R atl. At the marker we were instructed to contact atl tower. When we first attempted contact, there was no response. On the second attempt, the tower controller seemed confused as to who we were. He responded roger but did not clear us to land. We discussed the lack of landing clearance and continued with our checklist. Because of the low visibility we became very busy and neglected to insure our landing clearance. The tower then called us and asked us if we had landing clearance and then told us to call him on the ground. We stated that we were on the ground. Problem: throughout the approach we were under the impression that we were the only aircraft on approach to that runway. The tower controller seemed to be busy with other duties and simply forgot about us. There should have been clearance given to us at the OM when the visibility was that low.

Title: FLC OF ACR MLG ACFT LANDED ACFT WITHOUT LNDG CLRNC.

Narrative: FO FLYING ON FINAL ON ILS TO RWY 9R ATL. AT THE MARKER WE WERE INSTRUCTED TO CONTACT ATL TWR. WHEN WE FIRST ATTEMPTED CONTACT, THERE WAS NO RESPONSE. ON THE SECOND ATTEMPT, THE TWR CTLR SEEMED CONFUSED AS TO WHO WE WERE. HE RESPONDED ROGER BUT DID NOT CLR US TO LAND. WE DISCUSSED THE LACK OF LNDG CLRNC AND CONTINUED WITH OUR CHKLIST. BECAUSE OF THE LOW VISIBILITY WE BECAME VERY BUSY AND NEGLECTED TO INSURE OUR LNDG CLRNC. THE TWR THEN CALLED US AND ASKED US IF WE HAD LNDG CLRNC AND THEN TOLD US TO CALL HIM ON THE GND. WE STATED THAT WE WERE ON THE GND. PROBLEM: THROUGHOUT THE APCH WE WERE UNDER THE IMPRESSION THAT WE WERE THE ONLY ACFT ON APCH TO THAT RWY. THE TWR CTLR SEEMED TO BE BUSY WITH OTHER DUTIES AND SIMPLY FORGOT ABOUT US. THERE SHOULD HAVE BEEN CLRNC GIVEN TO US AT THE OM WHEN THE VISIBILITY WAS THAT LOW.
