Narrative:
Flight departed ont. Aircraft checked in with departure control. Aircraft asked if we had traffic go underneath him as he was climbing out of 2000. ATC showed no traffic on radar. Aircraft was issued a climb RA by TCASII. This was a ghost target.

Narrative: FLT DEPARTED ONT. ACFT CHKED IN WITH DEP CTL. ACFT ASKED IF WE HAD TFC GO UNDERNEATH HIM AS HE WAS CLBING OUT OF 2000. ATC SHOWED NO TFC ON RADAR. ACFT WAS ISSUED A CLB RA BY TCASII. THIS WAS A GHOST TARGET.
