Narrative:
Cleared to cross somto at 11000 and ard at 250 K. Advised ATC on initial call we needed left deviation but got no response. While calling, first officer flew left of course and did not slow to 250 KTS. Controller finally answered and asked us to slow to 210 KTS and return to course. I don't believe we exceeded the width of a VOR course. We were given vectors to follow preceding aircraft but we were not aware of any known conflict. WX made it difficult to follow vectors exactly. Turbulence in clouds was moderate.
