Narrative:
XX40 vehicle X requested airfield check -- cleared on all surfaces. XX42 small aircraft Y requested taxi, IFR to sgf -- given runway 2 and clearance. XX45 small aircraft Y given cleared for takeoff. Asked approach what reports required -- observed small aircraft Y on takeoff roll -- scanned runway and noticed airport vehicle X 4500 ft down runway opposite direction. XX46 told airport vehicle X 'turn right that intersection' observed airport vehicle X turn off the runway with small aircraft Y airborne 3000 ft down the runway. Small aircraft Y did not overfly vehicle.
