Narrative:
Center cleared us to descend from FL310 to FL240. The first officer selected vertical speed of -1000 FPM. Some time later, center gave us a vector to the right and asked us to 'expedite' our descent. He then gave a right turn vector to another aircraft followed by another more drastic and urgent vector to that aircraft. About that time, we observed the other aircraft at our 1130 O'clock position and just a bit lower than us. He passed about 2 mi to our left as we were both still in our turns. Apparently, center had cleared us to descend through his altitude then made corrections to avoid a conflict. No TCASII installed on our aircraft. This was not a near miss.

Title: MLG GIVEN DSCNT CLRNC THEN TURN VECTORS. SECOND ACFT TURNED AND TURNED AGAIN. ACFT 1 SIGHTS ACFT 2 BELOW AND PASSES CLR.

ABOUT THAT TIME, WE OBSERVED THE OTHER ACFT AT OUR 1130 O'CLOCK POS AND JUST A BIT LOWER THAN US. HE PASSED ABOUT 2 MI TO OUR L AS WE WERE BOTH STILL IN OUR TURNS. APPARENTLY, CTR HAD CLRED US TO DSND THROUGH HIS ALT THEN MADE CORRECTIONS TO AVOID A CONFLICT. NO TCASII INSTALLED ON OUR ACFT. THIS WAS NOT A NEAR MISS.
