Narrative:

After takeoff and during climb (passing 16000 ft) #1 engine filter by-pass light illuminated and #1 oil temperature increased to above 130 degree C and was rising. Power was reduced and climb stopped at FL210. Light remained on and temperature began decreasing, but #1 engine was shutdown and return to sea requested, although captain declined to declare emergency. I urged captain to declare emergency 3 times. We were turned to final (ILS 34R) too close behind an medium large transport. Radio discussion between captain and tower resulted in medium large transport landing on runway 34L and another aircraft on final for 34L to be sent around so that we would not have to miss approach on 34R. Declaring an emergency may have allowed us priority handling and, hence, less traffic disruption.

Narrative: AFTER TKOF AND DURING CLB (PASSING 16000 FT) #1 ENG FILTER BY-PASS LIGHT ILLUMINATED AND #1 OIL TEMP INCREASED TO ABOVE 130 DEG C AND WAS RISING. PWR WAS REDUCED AND CLB STOPPED AT FL210. LIGHT REMAINED ON AND TEMP BEGAN DECREASING, BUT #1 ENG WAS SHUTDOWN AND RETURN TO SEA REQUESTED, ALTHOUGH CAPT DECLINED TO DECLARE EMER. I URGED CAPT TO DECLARE EMER 3 TIMES. WE WERE TURNED TO FINAL (ILS 34R) TOO CLOSE BEHIND AN MLG. RADIO DISCUSSION BTWN CAPT AND TWR RESULTED IN MLG LNDG ON RWY 34L AND ANOTHER ACFT ON FINAL FOR 34L TO BE SENT AROUND SO THAT WE WOULD NOT HAVE TO MISS APCH ON 34R. DECLARING AN EMER MAY HAVE ALLOWED US PRIORITY HANDLING AND, HENCE, LESS TFC DISRUPTION.
