Narrative:
Banner tow operation: proceeded along path shown sbound just west of runway 18 and dropped banner at X1. Aircraft altitude 75 ft AGL. Applied power, initiated climbing turn to downwind for landing runway 27. At X2 engine quit. Turned northbound and wbound and landed on airport property X3. Bent propeller. Suspect fuel pickup unported, approximately 7-8 gallons of fuel left (remaining) in right fuel tank. Review afm and placard for usable fuel, or relocate pickups.
