Narrative:
Air carrier X was cleared to land behind small aircraft Y on short final. We picked up small aircraft Y at the threshold, we were about 2 mi out. Small aircraft Y landed and was told to taxi clear. We were cleared for landing. Small aircraft Y appeared to taxi past several taxiways, and was retold to clear at taxiway left. We were again 'cleared to land.' on short final by this time. Small aircraft Y then left the runway (appeared to), we touched down and then small aircraft Y reentered the runway. He then cleared into the grass and we safely taxied past him. Supplemental information from acn 211230: small aircraft Y landed ahead of us on runway 12R at houston hobby. Was told to clear at taxiway left. Tower reiterated to us twice 'cleared to land.' aircraft started to exit right at lima. We touched and then he came back on runway. We stopped prior to reaching the other aircraft which had taxied into the grass.

Narrative: ACR X WAS CLRED TO LAND BEHIND SMA Y ON SHORT FINAL. WE PICKED UP SMA Y AT THE THRESHOLD, WE WERE ABOUT 2 MI OUT. SMA Y LANDED AND WAS TOLD TO TAXI CLR. WE WERE CLRED FOR LNDG. SMA Y APPEARED TO TAXI PAST SEVERAL TAXIWAYS, AND WAS RETOLD TO CLR AT TAXIWAY L. WE WERE AGAIN 'CLRED TO LAND.' ON SHORT FINAL BY THIS TIME. SMA Y THEN LEFT THE RWY (APPEARED TO), WE TOUCHED DOWN AND THEN SMA Y REENTERED THE RWY. HE THEN CLRED INTO THE GRASS AND WE SAFELY TAXIED PAST HIM. SUPPLEMENTAL INFORMATION FROM ACN 211230: SMA Y LANDED AHEAD OF US ON RWY 12R AT HOUSTON HOBBY. WAS TOLD TO CLR AT TAXIWAY L. TWR REITERATED TO US TWICE 'CLRED TO LAND.' ACFT STARTED TO EXIT R AT LIMA. WE TOUCHED AND THEN HE CAME BACK ON RWY. WE STOPPED PRIOR TO REACHING THE OTHER ACFT WHICH HAD TAXIED INTO THE GRASS.
