Narrative:
Military X in AR207 refueling track FL260 B280 south of sdz VOR. MTR Y off ssc direct richmond was stopped at FL250 for military X. I decided I had sufficient lateral separation and climbed MTR Y to FL270 and called traffic. Conflict alert went off. I gave immediate descent to FL250 and heading of 090. MTR Y saw traffic and did not respond to clrncs.

Narrative: MIL X IN AR207 REFUELING TRACK FL260 B280 S OF SDZ VOR. MTR Y OFF SSC DIRECT RICHMOND WAS STOPPED AT FL250 FOR MIL X. I DECIDED I HAD SUFFICIENT LATERAL SEPARATION AND CLBED MTR Y TO FL270 AND CALLED TFC. CONFLICT ALERT WENT OFF. I GAVE IMMEDIATE DSCNT TO FL250 AND HDG OF 090.
