Narrative:

IFR, runway change in progress. Air carrier X, a widebody transport instructed to hold short of arrival runway, 13L. The aircraft appeared to continue moving very slowly until it was past the hold bars. At this time air carrier Y, a widebody transport, landed 13L and was rolling out. Air carrier Y appeared to make a slight turn while rolling to avoid air carrier X's nose. Air carrier Y exited the runway at the next intersection and continued to the ramp without incident. Air carrier X departed. A common occurrence at jfk, foreign pilots not complying with instructions, or not understanding them. The only solution I can see is more intensive training in english and use ATC procedures for pilots operating at american airports.

Title: A CTLR CLAIMS THAT A TAXIING ACR FAILED TO HOLD SHORT OF THE HOLD LINE CAUSING A LNDG ACR TO MAKE A SLIGHT TURN ON THE RWY TO AVOID A POTENTIAL ACCIDENT.

Narrative: IFR, RWY CHANGE IN PROGRESS. ACR X, A WDB INSTRUCTED TO HOLD SHORT OF ARR RWY, 13L. THE ACFT APPEARED TO CONTINUE MOVING VERY SLOWLY UNTIL IT WAS PAST THE HOLD BARS. AT THIS TIME ACR Y, A WDB, LANDED 13L AND WAS ROLLING OUT. ACR Y APPEARED TO MAKE A SLIGHT TURN WHILE ROLLING TO AVOID ACR X'S NOSE. ACR Y EXITED THE RWY AT THE NEXT INTXN AND CONTINUED TO THE RAMP WITHOUT INCIDENT. ACR X DEPARTED. A COMMON OCCURRENCE AT JFK, FOREIGN PLTS NOT COMPLYING WITH INSTRUCTIONS, OR NOT UNDERSTANDING THEM. THE ONLY SOLUTION I CAN SEE IS MORE INTENSIVE TRAINING IN ENGLISH AND USE ATC PROCS FOR PLTS OPERATING AT AMERICAN ARPTS.
