Narrative:
I thought we were issued a takeoff clearance of 'heading 270 degree cleared for takeoff caution wake turbulence of departing large transport.' I read back 'caution wake turbulence cleared for takeoff, heading 270 degree.' no contradiction was heard or received from tower. We took off. Climbing through 1500 ft MSL, tower advised us that the clearance for takeoff was not for us but no problem. Later mia departure advised us to phone mia tower supervisor. Prior, during or after aircraft on takeoff roll tower did not say cancel, stop or anything to lead us to think that we were not cleared for takeoff as I read back to tower. Callback conversation with reporter revealed the following information. Another analyst, in conjunction with a special study on emergency medical services flts, contacted both of the pilots involved. One was very cooperative and the other became quite hostile. No further information was gathered other than the tower had not acquiesced to the pilot's request to review the tapes of the incident.

Title: AN AIR AMBULANCE LTT ALLEGEDLY MADE A TKOF WITHOUT CLRNC. THERE WAS NO CONFLICT. BOTH PLTS RPTED, AND BOTH PLTS INSISTED IN CALLBACKS AND IN THEIR RPTS, THAT THEY WERE CLRED FOR TKOF AND READ BACK THEIR TKOF CLRNC. THE PLTS ASKED FOR A REVIEW OF THE TWR TAPES, BUT THERE HAS BEEN NO REPLY.

LATER MIA DEP ADVISED US TO PHONE MIA TWR SUPVR. PRIOR, DURING OR AFTER ACFT ON TKOF ROLL TWR DID NOT SAY CANCEL, STOP OR ANYTHING TO LEAD US TO THINK THAT WE WERE NOT CLRED FOR TKOF AS I READ BACK TO TWR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. ANOTHER ANALYST, IN CONJUNCTION WITH A SPECIAL STUDY ON EMER MEDICAL SVCS FLTS, CONTACTED BOTH OF THE PLTS INVOLVED. ONE WAS VERY COOPERATIVE AND THE OTHER BECAME QUITE HOSTILE. NO FURTHER INFO WAS GATHERED OTHER THAN THE TWR HAD NOT ACQUIESCED TO THE PLT'S REQUEST TO REVIEW THE TAPES OF THE INCIDENT.
