Narrative:
Cleared for approach runway 9L at kfll. On centerline and GS, passing 3600 MSL approach issued TA 1 O'clock 3000 MSL. Visually sighted a small small aircraft aircraft heading 060 degrees. TCASII issued a TA then an RA commanding 2000 FPM rate of climb. Closest point of approach was 400 ft vertical 0 ft lateral. At no time did the small aircraft aircraft make any maneuvers. Arsa in this area is 4000 ft/10 mi. Small aircraft aircraft was not in radio contact with the approach facility, but did have his mode 'C' turned on. 100% probability of midair except for 'heads up' from approach, TCASII, and evasive action taken!
