Narrative:
Small aircraft X was taxiing for departure. An atx, small aircraft Y, called for taxi clearance to the same runway. After issuing small aircraft Y taxi clearance, I turned and saw the small aircraft X taxiing at a very high rate of speed. As small aircraft Y entered the taxiway, small aircraft X was instructed to turn left but it was too late. Small aircraft X's right wingtip hit the wingtip and left aileron of small aircraft Y. Small aircraft X hit with such force that it's propeller was swung around into the wingtip. There were no injuries. As the ground controller, I should have issued a positive control instruction to prevent the situation. Both pilots could have also prevented the situation. The pilot of small aircraft X was taxiing much too fast to safely stop if he needed to stop. The pilot of small aircraft Y obviously did not look out of his windshield except for straight ahead.

Title: SMA X HAD TAXI GND COLLISION WITH SMA Y. SEE AND AVOID CONCEPT.
Narrative: SMA X WAS TAXIING FOR DEP. AN ATX, SMA Y, CALLED FOR TAXI CLRNC TO THE SAME RWY. AFTER ISSUING SMA Y TAXI CLRNC, I TURNED AND SAW THE SMA X TAXIING AT A VERY HIGH RATE OF SPD. AS SMA Y ENTERED THE TAXIWAY, SMA X WAS INSTRUCTED TO TURN L BUT IT WAS TOO LATE. SMA X'S R WINGTIP HIT THE WINGTIP AND L AILERON OF SMA Y. SMA X HIT WITH SUCH FORCE THAT IT'S PROP WAS SWUNG AROUND INTO THE WINGTIP. THERE WERE NO INJURIES. AS THE GND CTLR, I SHOULD HAVE ISSUED A POSITIVE CTL INSTRUCTION TO PREVENT THE SITUATION. BOTH PLTS COULD HAVE ALSO PREVENTED THE SITUATION. THE PLT OF SMA X WAS TAXIING MUCH TOO FAST TO SAFELY STOP IF HE NEEDED TO STOP. THE PLT OF SMA Y OBVIOUSLY DID NOT LOOK OUT OF HIS WINDSHIELD EXCEPT FOR STRAIGHT AHEAD.
