Narrative:
Air carrier X radar vectors final approach course for visual runway 9R phl, descending to 4000 MSL. Captain, PF, first officer PNF. At about the time a non-involved aircraft was making protracted radio transmission to approach control, I saw air carrier Y at 12 O'clock at less than 3 mi. I pointed out to captain and checked TCASII. It showed 12 O'clock and approximately 2 mi, 100 ft below us. We were on assigned altitude and heading. Air carrier X was moving eastbound on phl 9R final approach course. Captain made slight turn to pass behind air carrier Y. At that time, we got a TCASII RA commanding a climb and a simultaneous semi-frantic call from controller pointing out traffic and asking us to accept visual. Captain had not deviated more than 100 ft vertical when we got TCASII 'clear of conflict.' entire event never put either aircraft in danger (in my view) but separation was less than standard and definitely uncomfortable. No violent or even less than smooth maneuvering was required. Original heading and altitude were a collision course. In IMC without TCASII, this could've been very ugly.

Narrative: ACR X RADAR VECTORS FINAL APCH COURSE FOR VISUAL RWY 9R PHL, DSNDING TO 4000 MSL. CAPT, PF, FO PNF. AT ABOUT THE TIME A NON-INVOLVED ACFT WAS MAKING PROTRACTED RADIO XMISSION TO APCH CTL, I SAW ACR Y AT 12 O'CLOCK AT LESS THAN 3 MI. I POINTED OUT TO CAPT AND CHKED TCASII. IT SHOWED 12 O'CLOCK AND APPROX 2 MI, 100 FT BELOW US. WE WERE ON ASSIGNED ALT AND HDG. ACR X WAS MOVING EBOUND ON PHL 9R FINAL APCH COURSE. CAPT MADE SLIGHT TURN TO PASS BEHIND ACR Y. AT THAT TIME, WE GOT A TCASII RA COMMANDING A CLB AND A SIMULTANEOUS SEMI-FRANTIC CALL FROM CTLR POINTING OUT TFC AND ASKING US TO ACCEPT VISUAL. CAPT HAD NOT DEVIATED MORE THAN 100 FT VERT WHEN WE GOT TCASII 'CLR OF CONFLICT.' ENTIRE EVENT NEVER PUT EITHER ACFT IN DANGER (IN MY VIEW) BUT SEPARATION WAS LESS THAN STANDARD AND DEFINITELY UNCOMFORTABLE. NO VIOLENT OR EVEN LESS THAN SMOOTH MANEUVERING WAS REQUIRED. ORIGINAL HDG AND ALT WERE A COLLISION COURSE. IN IMC WITHOUT TCASII, THIS COULD'VE BEEN VERY UGLY.
