Narrative:
Air show in progress at bartlesville, ok, phillips field. Airport closed as a result from PM00 to PM00 local time. I had my aircraft parked on grass overflow area. Due to bad WX/rain the previous night, ground was soaked so as not to allow fuel trucks to get to airplanes parked in the grass overflow areas. At about PM30 local, after planning movement of aircraft with fuel truck operator and the local concrete ramp ground controller (an individual designated to control parking in a particular area of the ramp -- he is on the ramp in orange vest with 'follow me' signs), I started aircraft engine and requested permission to taxi from grass to the concrete (a distance of 110 ft) by calling bartlesville tower. Tower granted permission. I proceeded to taxi about 3 aircraft lengths when the 'air boss' in charge of the air show came on frequency and told me to hold position, then return to starting point. I advised of my inability to turn around due to other aircraft parked and the mud I was in. He told me to shut down where I was at. I did that. I never got to a published taxiway or to any ramp areas. My operation was strictly on grass overflow parking areas away from air show operations. My understanding was that aircraft movement did not come under airport closure rules since I had no intention of flight. I was merely repositioning for fueling purposes. If a tug moved me, would the 'air boss' have told us to stop??

Title: PLT OF SMA ACFT ATTEMPTED TAXI TO THE FUEL TRUCK IN A PARKING AREA DURING AN AIRSHOW.
Narrative: AIR SHOW IN PROGRESS AT BARTLESVILLE, OK, PHILLIPS FIELD. ARPT CLOSED AS A RESULT FROM PM00 TO PM00 LCL TIME. I HAD MY ACFT PARKED ON GRASS OVERFLOW AREA. DUE TO BAD WX/RAIN THE PREVIOUS NIGHT, GND WAS SOAKED SO AS NOT TO ALLOW FUEL TRUCKS TO GET TO AIRPLANES PARKED IN THE GRASS OVERFLOW AREAS. AT ABOUT PM30 LCL, AFTER PLANNING MOVEMENT OF ACFT WITH FUEL TRUCK OPERATOR AND THE LCL CONCRETE RAMP GND CTLR (AN INDIVIDUAL DESIGNATED TO CTL PARKING IN A PARTICULAR AREA OF THE RAMP -- HE IS ON THE RAMP IN ORANGE VEST WITH 'FOLLOW ME' SIGNS), I STARTED ACFT ENG AND REQUESTED PERMISSION TO TAXI FROM GRASS TO THE CONCRETE (A DISTANCE OF 110 FT) BY CALLING BARTLESVILLE TWR. TWR GRANTED PERMISSION. I PROCEEDED TO TAXI ABOUT 3 ACFT LENGTHS WHEN THE 'AIR BOSS' IN CHARGE OF THE AIR SHOW CAME ON FREQ AND TOLD ME TO HOLD POS, THEN RETURN TO STARTING POINT. I ADVISED OF MY INABILITY TO TURN AROUND DUE TO OTHER ACFT PARKED AND THE MUD I WAS IN. HE TOLD ME TO SHUT DOWN WHERE I WAS AT. I DID THAT. I NEVER GOT TO A PUBLISHED TAXIWAY OR TO ANY RAMP AREAS. MY OP WAS STRICTLY ON GRASS OVERFLOW PARKING AREAS AWAY FROM AIR SHOW OPS. MY UNDERSTANDING WAS THAT ACFT MOVEMENT DID NOT COME UNDER ARPT CLOSURE RULES SINCE I HAD NO INTENTION OF FLT. I WAS MERELY REPOSITIONING FOR FUELING PURPOSES. IF A TUG MOVED ME, WOULD THE 'AIR BOSS' HAVE TOLD US TO STOP??
